C7ISR3 for Health – Veterans Information Systems and Technology Architecture (VistA) Expansion

Project Objective:


The primary objective of this project is to adapt and expand the U.S. Department of Veterans Affairs’ Veterans Health Information Systems and Technology Architecture (VistA) system. The expansion will aim to provide high-quality medical care support, initially developed for U.S. veterans, to over 200 million people of African descent worldwide, focusing on military veterans and their families.

Scope:

1. System Fork and Modernization:


The project involves creating a fork of the existing VistA system, upgrading it to meet current technological standards, and aligning it with the needs of the target populations.
The updated system, named C7ISR3 for Health, is defined as a Communication, Computing, Connectivity, Control, Command, Countermeasures, and eCommerce electronic solution. It will integrate state-of-the-art biometric recognition and artificial intelligence technologies to create a robust and secure health management system.

2. Global Reach:


The system will support operations in the United States and internationally, with specific implementations in regions like Mexico, Egypt, and India, where similar versions of VistA are already in use.

3. Strategic Partnerships:


Collaboration with major technology and health companies such as Intel, DELL, Microsoft, IBM, CDW, and others.
Support from Prosper Africa and public-private partnerships to leverage $5 billion in spending on the VistA system’s modernization through 2030.

4. Health and Economic Development:

GLINC’s Role:


GLINC (Global Industrial Number Company) plays a crucial role by providing advanced communication and connectivity technologies. Their contributions include integrating state-of-the-art biometric recognition and AI-driven situational response technologies into the C7ISR3 platform.
GLINC is instrumental in ensuring that each patient using C7ISR3 for Health would own their own data, secured through a FAU GLINC wraparound, using advanced data ownership rules. This ensures that patient data is secure and controlled by the patients themselves.

Partnership with NEON:


NEON, a Federally Qualified Health Center (FQHC), is a strategic partner in this initiative. NEON provides comprehensive healthcare services in Cleveland, Ohio, and has expanded its vision to address social determinants of health, such as housing and nutrition, through initiatives like NEON Veteran Housing and Support Services LLC.

Equity Position and Strategic Vision:


FAU and GLINC are creating an equity position in a new company, Friends of the African Union Global Health Care Technologies for Artificial Intelligence Infrastructure Partners. This company will focus on extending healthcare access points further into communities, especially into patients’ homes, using AI and neuroscience.

5. Community Impact:


Initial operations will be centered in Cleveland and Cincinnati, leveraging existing VistA support infrastructure to create job opportunities and support local economies.
The initiative will extend to other nations, focusing on developing communities through health and educational programs, particularly benefiting black veterans and their families.

Expected Outcomes:

1. Improved Health Services:


Enhanced healthcare for people of African descent globally, using a proven system that has successfully served millions of U.S. veterans.

2. Economic Empowerment:


Creation of jobs and educational opportunities within the developed PUDs and broader communities served by the expanded VistA system.
Establishment of a sustainable public-private partnership model that promotes economic and social capital in underserved regions.

3. Technological Advancements:


Development of a globally integrated health information system using cutting-edge technologies provided by GLINC and other partners.

Target Beneficiaries:


– Over 200 million people of African descent worldwide, particularly military veterans and their families.
– Local communities in Cleveland, Cincinnati, and other international regions where the VistA system will be implemented.

Revised Timeline:


– By Early 2026: Forking and modernization of the VistA system, establishing the C7ISR3 for Health platform.
– By Late 2026: Operational launch in key locations, starting with Cleveland and Cincinnati.
– By 2032: Full implementation of the system worldwide, integrated with educational and economic development initiatives.
